It appears that Order-in-Council has been passed to separate these labourers from the general mass of immigrants in Singapore, because it has been deemed in the interest of those labourers to send them to the arrival depot. Now things have been dealt with in a similar manner, and it is reported through their having passed through the Registrar General's office in Hongkong that they have been placed under the charge of a responsible person. As far as I can judge, and as was the case in Singapore before, it should be as easy at Hongkong to separate these labourers from other "assisted emigrants", but the Hongkong authorities are not satisfied with this. The Registrar-General has, indeed, agreed that labourers recruited by persons bearing permits countersigned by the Secretary for Chinese Affairs, e.g., Assistant Superintendent of Labour, will not be subjected to restrictions in Hongkong - (by the time of my departure from Singapore, such permit had been prescribed for certain signatures) - but would not go further than that.
It is important to do everything to encourage the immigration of free labour; and the Chinese - especially the Cantonese - free labour objects to being examined and photographed, as in his opinion, it puts him on a level with the "pigging" or "sinkheh" coolie. Further, the processes, with the attendant enforced stay in Hongkong, all add to the expense of the journey to Singapore. The Governor of Hongkong recognises that the emigrant labourers, such as those on the S.S. F.M.S., cannot be treated as ordinary immigrants.
